Toyoki-Irihiko-no-Mikoto (Emperor Sujin, Japan's tenth emperor), who is said to be the founding father of Utsunomiya, is enshrined here. A variety of festivals are held at the shrine throughout the year. The Tennosai (emperor festival), a lively event held at the shrine in summer, features portable shrines being carried through the town.

This park features a partial reconstruction of the central part of the Utsunomiya Castle complex, one of the seven famous castles of Kanto. The park's Seimeikan Museum has historical exhibition rooms and traditional Japanese-style rooms, and the first floor areas of the Seimeidai and Fujimi turrets are open to visitors.
